The ruling binds any Alaska borough with a tribal health facility, which is why the Kenai Peninsula, Ketchikan Gateway and Kodiak Island boroughs and the State of Alaska filed to support Nome, and Bristol Bay Area Health Corporation, a tribal health coalition and the United States filed to support the hospital.
