Oliktok Pipeline seeks 160% rate hike on North Slope gas segments

Oliktok Pipeline Company is asking the Regulatory Commission of Alaska to approve gas transportation rate increases of roughly 160 percent on three North Slope pipeline segments, with the new rates requested to take effect Aug. 1, 2026. The commission may approve, modify, or reject the proposed rates.

The filing, tariff TL57-334, is a revenue requirement study based on a 2025 test year. It proposes raising the rate on the Gas Hydrates Project segment from $0.346 to $0.914 per thousand standard cubic feet. The Gas Spur Pipeline rate would climb from $0.555 to $1.464. The Prudhoe Bay Unit to Kuparuk River Unit connection at CPF #1 would rise from $0.580 to $1.528. All three increases fall in the range of 160 to 163 percent.

The segments carry gas between Prudhoe Bay Unit, the Gas Hydrates Project, and Kuparuk River Unit. ConocoPhillips Alaska hosts the Oliktok tariff table on its website, listing the proposed TL57-334 rates alongside the prior figures.

Oliktok has asked the RCA to approve the rates outright. If the commission suspends the filing, Oliktok has requested the rates be allowed on a temporary and refundable basis while the proceeding continues.

The RCA retains authority to modify or reject the proposed rates. "This notice may not contain all requested revisions and the Commission may approve a rate or classification which varies from that proposed," the commission said in its public notice dated July 7.

This is not Oliktok's first rate revision on these segments. In early 2023, the company filed TL51-334, a revenue requirement study based on a 2021 test year, proposing increases on the Kuparuk River Unit and Milne Point Pipeline connections. The increases proposed in TL57-334 are larger than those in the 2023 filing and are grounded in a more recent test year.

Public comments referencing TL57-334 are due to the RCA by 5 p.m. on July 21, 2026. Comments must be filed at the commission's office at 701 West 8th Avenue, Suite 300, Anchorage, or submitted through the RCA website at rca.alaska.gov. Parties must also serve a copy on Oliktok counsel Dean Thompson at 255 E. Fireweed Lane, Suite 200, Anchorage.
