Doyon Utilities is seeking permanent rate increases up to 51 percent for water, power, and heat at Fort Richardson, Fort Greely, and Fort Wainwright, with a public comment deadline of July 21.

Not every rate is going up: Fort Greely heat service would see a marginal 0.24 percent decrease, from $470,329 to $469,179.

Doyon Utilities is a wholly owned subsidiary of Doyon, Limited, the Interior Alaska Native regional corporation. The company has held 50-year utility privatization contracts for the three Army installations since 2008, operating 12 utility systems across them. The RCA retains authority to approve rates different from what Doyon proposed, and the commission noted in its public notice that the filing does not contain all requested revisions.

This is not the first revenue requirement study filing by Doyon Utilities. A 2024 filing based on a 2023 test year proposed a 24.95 percent increase for Fort Wainwright water service and a 29.28 percent increase for Fort Greely wastewater.

Public comments must be filed with the RCA by 5 p.m. on July 21, 2026, at 701 West Eighth Ave., Suite 300, Anchorage, or through rca.alaska.gov. Commenters must also send a copy to Doyon Utilities at P.O. Box 74040, Fairbanks, AK 99707. The utility contact listed in the notice is Lou Florence, president and CEO, at (907) 455-1500. Filing materials are available through the RCA matter system and at the commission's Anchorage office.
