State proposes adding 26 acres to pipeline lease for riprap along the Sag River

The Alaska Department of Natural Resources on Monday proposed adding about 26.1 acres of state land along the east bank of the Sagavanirktok River to the Trans-Alaska Pipeline System lease. The land would let Alyeska Pipeline Service Company keep four long piles of riprap between the buried pipeline and the river.

The Analysis and Proposed Decision, dated Oct. 30 and signed Monday by State Pipeline Coordinator Anthony Strupulis, finds the amendment "in the best interest of the state." Alyeska applied for the land this summer, as Alaska News reported July 30.

The state is taking written comments until 5 pm Alaska time Dec. 2. If no comment calls for significant changes, the proposal becomes the final decision after Dec. 2 without further notice.

The four sites sit about 77 to 82 miles south of Deadhorse.

Near pipeline milepost 76, the pipeline crosses from the west bank of the river to the east bank. It runs about six miles there, buried at a shallow depth in floodplain gravel, before crossing back near milepost 84. The decision says crews can reach this stretch only by river crossings at low water or when the river is frozen, or by air.

The rock would have two jobs: to stop a bank from eroding quickly toward the pipe during a flood, and to be on hand for emergency work where there is no road.

The stockpiles are one piece of a larger river project. The Army Corps of Engineers cannot issue a permit until the Alaska Department of Environmental Conservation certifies the project or waives certification. DEC's notice takes comments through Friday, Nov. 6.
