Construction and the first production cycle came from a $4 million grant approved by Congress and administered by NOAA through the Alaska Fisheries Development Foundation. Funding runs through a second cycle beginning in late winter 2027, and the applicant has asked Congress for more to reach a third. The application fee to the state was zero.

The foundation's April request for the feasibility analysis describes the project as in its first year of operations, "authorized by the Commissioner under a Fish Transport Permit," and says 35 gravid females were to be collected in April or May 2026 to produce 250,000 juveniles for release.
