AIDEA's board takes six major projects into executive session in Kotzebue

The Alaska Industrial Development and Export Authority board meets Tuesday in Kotzebue with six of the state's largest development projects — the Ambler Road, the Red Dog Mine, the Arctic National Wildlife Refuge, West Susitna Access, the Ketchikan Shipyard and the authority's own finances — on the closed-door portion of its agenda. The agenda lists each by name only and does not say what the board will discuss about any of them.

That is how the board routinely handles project business. The items are closed under the deliberative process, executive process and attorney-client privilege exemptions to the Alaska Open Meetings Act.

The board convenes at 10 am at the Nullagvik Hotel, with remote access by Zoom and phone. Written comments were due 4 pm Monday; callers can press *9 to speak during the meeting. The public portion of the agenda lists a resolution on the Alaska Sustainable Energy Conference, draft 2027 meeting dates, loan and statistics reports, and an Oct. 21 meeting.

Kotzebue is the hub of the Northwest Arctic, where Red Dog operates and where the Ambler Road would end. The 211-mile road would run from the Dalton Highway to the Ambler Mining District. The Bureau of Land Management rejected it in 2024 and terminated its right-of-way; President Donald Trump approved AIDEA's appeal in October 2025, and the federal approvals have faced a court challenge since January 2026.

NANA Regional Corporation, the Iñupiat corporation headquartered in Kotzebue, declined to renew AIDEA's land-use permit for the road in May 2024 and let it expire, saying AIDEA had not met its conditions on controlled access, caribou migration, subsistence resources and local hiring. NANA owns the land Red Dog sits on and mines it in partnership with Teck.

AIDEA's tie to Red Dog is the road and port it financed to serve the mine, and Executive Director Randy Ruaro has pointed to that as a model for Ambler. "We financed the road and port at the Red Dog Mine, one of the largest zinc mines in the world," he said at the Alaska Sustainable Energy Conference in May. The Tanana Chiefs Conference opposes the road and has led the litigation against it.
