State seeks bids on a new dozer for McGrath's landfill, with delivery due by June 2027

The Alaska Department of Environmental Conservation's Village Safe Water Program on Friday asked for bids on a new dozer for the McGrath landfill. Bids are due at 2 pm Nov. 20, when they will be opened publicly, and the machine must reach McGrath by June 30, 2027.

The invitation to bid says the dozer will handle waste placement, spreading, compaction and general landfill maintenance. It must come with a waste-handler package, guarding, debris-resistant cooling, a reversing fan, a landfill-rated undercarriage, a cab air precleaner and a landfill-suitable blade.

A Caterpillar D6, Komatsu D61PX-24, John Deere 850L, Case 2050M or a state-approved equivalent qualifies. The machine must be new and still in production. Under a one-year lemon clause, a dozer that fails to perform to the maker's specifications must be replaced with a new one at no cost to the state.

A solid-waste site profile lists the landfill as active Class III. Under state rules, that means it takes in under five tons of trash a day on average and has no road link to a large landfill within 50 miles.

The notice sets no budget or estimated value. The contract is fixed price, and the lowest responsive and responsible bidder wins.

The purchase is funded in part or fully through federal grants or cooperative agreements, according to the bid. Because of that federal money, the usual Alaska bidder preference does not apply.

The state plans to announce its intended winner Nov. 24, listing every bidder and price, and to issue a contract Dec. 7. Bidders who found the solicitation online must register in writing to receive amendments. The public notice warns that bidders who do not register may have their bids rejected.
