Muldoon pot shop's renewal file holds state citations and a glass allegation

The Anchorage Assembly takes up a resolution Wednesday, Nov. 4, that would tell the state it doesn't object to renewing the license of Catalyst Cannabis on Muldoon Road, a store state regulators cited this year over how it tracked its marijuana.

In 2025, the store adjusted its inventory records down by about 16,300 grams, roughly 36 pounds, for entry errors and product pulled or sold over or under weight, according to a February notice of violation from the Alcohol and Marijuana Control Office. Regulators also counted 15 sales of more than an ounce to one person in a day, which they alleged broke the daily limit. The notice lists fines totaling $11,150.

The case began with a complaint from a former shift lead that the store was covering up missing inventory and that "glass has been found in joints being sold to customers." Interviewed in April 2025, the worker told an investigator that when a glass container of marijuana broke and shards got into the product, the contents were sent to the company's south store to be rolled into joints.

The state's citations don't address the glass allegation, and neither do Catalyst's responses in the renewal file.

On inventory, the store's licensee, Will Schneider, blamed shipments accepted twice into the state tracking system, staff turnover and inconsistent weighing. "While there were a lot of errors, we do not see any evidence of diversion or nefarious conduct," he wrote. Catalyst's lawyers later told the state no evidence of theft or diversion was found, disputed that the problems added up to 119 violations and blamed the over-limit sales on a malfunction in the store's point-of-sale system.

The Assembly has until Nov. 17 to protest the renewal. If it does, the state Marijuana Control Board must uphold the protest unless it finds it arbitrary, capricious and unreasonable.
