“I'm here to also support the continued investment and commitment to downtown Anchorage foot patrol as support for business and community safety that impacts all of the municipality. Our members have consistently cited public safety as a concern in our feedback surveys, with downtown at the epicenter. And this year's pilot foot patrol delivered both quantitative and qualitative results”

Suzanne LaFrance “But it's important that we codify our responsibility to protect the public's privacy to ensure that it has strength and permanence. The S version of the ordinance gives you a sensible and effective opportunity to do that tonight.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Radhika Krishna “When the foot patrol was happening consistently, business owners absolutely saw a difference. A fully staffed patrol that operates year-round would do even more to improve public safety downtown, and that's what we'd like to see. 2027 Will be a big year downtown. Town Square Park and Paratovich Park were closed for construction this year, but they'll reopen next year, um, as will the new downtown library branch and the Ship Creek to Coastal Trail connection.”

Daniel Volland “I really think this one is an effort to strike that balance between public safety, have— letting law enforcement use a tool that can be valuable, but preventing an unlawful search and seizure, preventing an abuse of someone's constitutional right to privacy.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Suzanne LaFrance “Lastly, I urge assembly members to approve my administration's S version of AO 2026-108 tonight, which is co-sponsored by members Silvers and Gerker. Technologies like the Real Time Crime Center are powerful public safety tools.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Erin Baldwin Day “I would like to move to amend the amendment and reinclude knowingly, materially, consistently, but with the or rather than the and. So it would read, a municipal agency has knowingly, materially, or consistently violated this chapter.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Radhika Krishna “And then I know we're all looking forward to new crisis care stabilization that will open this year. The foot patrol is a really key part of connecting all these pieces on the ground.”

“When public safety isn't available, it's our local businesses who must then invest in private security, hardening their infrastructure, survey their own surveillance equipment and services, and even relocating their services and amenities if they feel they must. Which ultimately is not sustainable.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Suzanne LaFrance “This ordinance will ensure data is shared only with state and federal agencies for criminal law enforcement purposes. This means APD can continue important joint efforts— the annual Operation Summer Heat drug crime suppression effort, the Chelsea Inn investigation, and human trafficking investigations like the major massage parlor bust last April. Other versions and amendments proposed tonight would effectively halt these joint operations, which are important to public safety and health, and get deadly drugs off our streets.”

Jared Gardner “we're legislators, we're not, we're not department staff, right? The mayor ran an election, the mayor got elected, she filled the executive branch with people to do the job that she wants to do the job. That's, that's not us, that's not our role.”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Anna Brawley “Seeing and hearing no one, um, the first public hearing on AO 2026-123 is closed. And as again, a reminder to members, we do not need to take further action to postpone these items because they're already scheduled for public hearing”

Anchorage Assembly: AssemblyRegular: Live · Oct 20, 2026

Radhika Krishna “The foot patrol began this last April as a pilot project, which was funded by the TIPS program, which was part of the bed tax. And those funds are— there's only a small portion remaining, and they're due to be spent down very soon. In just its first 6 weeks, officers made over 1,800 contacts.”
