The bill at the center of this hearing, H.R. 9621, The Northwest Endangered Salmon Predation Prevention Act of 2026, led by Representatives Michael Bumgardner and Emily Randall. And the conflict between the Marine Mammal Protection Act and the Endangered Species Act is preventing the recovery of threatened and endangered salmon and steelhead in the Pacific Northwest. Pinnipeds, including stellar sea lions, California sea lions, and harbor seals, are opportunistic predators. That are decimating salmon and steelhead populations in the region.
