Retiring judge's Arctic caseload lands in an unassigned court queue

The superior court judge for Alaska's Second Judicial District is retiring, and nearly his entire caseload now sits in a queue with no judge attached to it.

Presiding Judge David Roghair reassigned all but eight of Judge Paul Roetman's open cases to a placeholder docket labeled "Not Assigned 2KB," effective July 6. The order names the eight that stay with Roetman and gives no reason for moving the rest. It doesn't say when the reassigned cases will get a new judge, or what happens to hearing dates already on the calendar.

That gap matters more here than almost anywhere. The Second District covers Utqiagvik, Nome and Kotzebue, an Arctic expanse where a single departing judge can stall the docket for three hub communities and the villages around them, with no nearby bench to absorb the overflow.

The order also pushes the notice burden outward: every firm and attorney working the district, not just those with affected cases, must alert any co-counsel or opposing counsel outside the region about the reassignments, including for peremptory challenges.

Behind it is a vacancy. The Alaska Judicial Council has opened the Kotzebue seat to applicants on Roetman's retirement, and until it's filled, the placeholder docket is where those cases wait.
