Ouzinkie village corporation wins courthouse contracts in Florida

Katmai Integrated Solutions, an Anchorage subsidiary of Ouzinkie Native Corporation, took four new General Services Administration task orders worth about $121,700 for facility work at federal courthouses in Florida. A fifth, worth $70,228, bought nothing new: it moved an existing Jacksonville job from one blanket purchase agreement to another.

GSA de-obligated $70,227.50 from one agreement on Aug. 11 and obligated the identical sum under a different one the next day, both to replace a failed refrigerant monitor and generator control panel at the Bryan Simpson Federal Courthouse. The work did not change. The base award number did.

The new orders fund restroom flooring at Tampa's Timberlake Jr. building ($43,519) and three jobs at Miami's C. Clyde Atkins Courthouse: office space work ($45,203), janitor closet doors ($24,200) and library bookcase removal ($8,820). Counting the Jacksonville transfer, the five actions total $191,970.

Federal records show no set-aside on any of the orders, so the 8(a) sole-source authority was not used to place them. Three were awarded without competition under simplified acquisition rules, each drawing a single offer. Two were coded full and open competition.

Katmai's Small Business Administration 8(a) certification ended April 13. Its sole-source eligibility under the GSA's Multiple Award Schedule 8(a) Pool expires Sept. 30. Its underlying GSA contract runs through 2038.

Ouzinkie Native Corporation is the village corporation for Ouzinkie, an Alutiiq community of about 110 people on Spruce Island, just north of Kodiak Island and roughly 250 air miles south of Anchorage. There is no road in; people and groceries arrive by boat or bush plane. The corporation was formed in 1973 and has more than 500 shareholders. Its federal contracting arm takes its name from Katmai, the settlement many Ouzinkie families left after the 1912 Novarupta eruption.
