Kodiak school board meets in closed session Monday on a personnel matter for the fifth time since August

The Kodiak Island Borough School District Board of Education will meet in closed session Monday on a personnel matter, the fifth closed session on personnel since late August.

The special meeting is set for 3 pm Sept. 28 in the District Services Conference Room. Its agenda lists one item, an executive session on a personnel matter, followed by any action resulting from it.

Monday's meeting will be the seventh since Aug. 18 with a personnel matter on the agenda. The board held executive sessions on personnel at special meetings Aug. 28 and Sept. 4 and at two special meetings Sept. 21. Two more personnel meetings, on Aug. 18 and Sept. 1, were held by a subcommittee of President Kerry Irons, Vice President Jim Pryor and Treasurer Mike Litzow, three of the board's five voting members. Those agendas listed a personnel matter without an executive session.

Whether the board has taken any action after those sessions would show up in its minutes. The district's BoardBook page, where it posts agendas and minutes, has no minutes for any meeting since the July 13 regular meeting. Draft minutes for the Aug. 17 regular meeting and the Aug. 28 and Sept. 4 special meetings were attached to the Sept. 21 meeting packet for the board's approval.

The agendas have also changed. The Aug. 28 and Sept. 4 agendas opened the floor for three minutes of community comment before the closed session and noted that the person under discussion could ask for the discussion to be held in public, a right under Alaska's Open Meetings Act. The two Sept. 21 agendas and Monday's agenda include neither.

Under state law, a board must convene in public and vote by majority to go into executive session, with a motion that describes the subject. It can't take action in the closed session except to give direction to an attorney or labor negotiator.
