Kodiak Electric Association's 20-year contract to upgrade energy systems at Coast Guard Base Kodiak is worth $31.3 million, according to a federal award notice the Defense Logistics Agency posted Tuesday.

The total hadn't been public when Alaska News reported the Sept. 30 award last week. So far, $2 million has been obligated, federal spending records show. The contract runs through Sept. 29, 2046.

The work covers four energy conservation measures: upgrades to the base's central heating plant, building automation, lighting, water and wastewater systems, and electrical infrastructure. Kodiak Electric will also handle energy-related operations, maintenance and repair for 280 base facilities, according to the agency's justification for the award.

It's a utility energy service contract. The utility arranges the financing and does the work, and the agency repays it over the life of the contract, generally paying no more than its current annual utility costs, according to the Congressional Research Service. A Coast Guard infrastructure report measured the project's savings against about $8 million a year in utility costs. The contract records don't show the payment schedule or projected savings.

The agency awarded the contract without competition. Kodiak Electric is the base's only electric utility and owns all the distribution lines serving it, the justification says, and Kodiak Island's grid isn't connected to the mainland. The co-op gets about 80% of its capacity from the Terror Lake hydroelectric plant. "Competition is impossible," the agency wrote. A September 2025 notice that the agency intended to go to Kodiak Electric alone drew no responses.

The new contract builds on a $1.1 million investment grade audit Kodiak Electric did for the base in 2025, which now serves as the contract's statement of work. The co-op had expected the project sooner. "Due to multiple government shutdowns, this project has been delayed from its original schedule," its leaders wrote in the 2025 annual report.
