Coast Guard awards $315 million for Kodiak fuel pier, and comment on the review closes Sept. 16

New fuel pier construction and a major cutter mooring at Coast Guard Base Kodiak will move forward under a $315 million federal design-build contract, one contract covering design and construction. Kodiak is Alaska's biggest Coast Guard installation.

The U.S. Coast Guard, part of the Department of Homeland Security, awarded the contract to Tutor Perini Corporation of Sylmar, California. The performance period runs from Sept. 11, 2026 through Sept. 30, 2030. The federal record lists the award as fully and openly competed, with four offers received, placed under a standing Coast Guard construction contract.

Coast Guard planning documents say the existing fuel pier can't serve as a long-term mooring because of lateral and vertical load restrictions. The documents also say the pier fails to meet engineering design and sizing standards.

The federal record shows the company already holds two Base Kodiak orders totaling $143.4 million: $81.8 million for Nemetz residential housing and $61.6 million for a child development center. Gilbane Federal holds a separate $131.3 million contract for the Kodiak OPC FRC Phase II project, for the Offshore Patrol Cutters and Fast Response Cutters coming to the base. Kodiak will also homeport the Coast Guard's first two Arctic Security Cutters, with the first delivery expected in 2028.

The Coast Guard's environmental planning office announced on Sept. 1 a Draft Environmental Assessment evaluating the potential impacts of the new fuel pier, the cutter berthing and demolition of the existing pier. An assessment is the shorter federal review, short of a full impact statement. The notice says comments will be accepted through Sept. 16, not the 30 days such reviews usually run.
