DEC opens comment on Trans Alaska Pipeline spill plan renewal

The Alaska Department of Environmental Conservation opened a public comment period January 20 on the Trans Alaska Pipeline System's spill-response plan renewal. Comments are due by 11:59 p.m. March 5.

The renewal application covers the entire 800-mile TAPS corridor, 12 pump stations between Prudhoe Bay and Valdez, and the Valdez Marine Terminal. Alyeska Pipeline Service Company filed the application under State Contingency Plan Number 26-CP-4131.

The application runs four volumes. It addresses regulatory requirements, spill scenarios, response resources and tactics, and geographic information including maps.

DEC approved the previous TAPS contingency plan renewal in 2020. Under Alaska regulations, oil discharge prevention and contingency plans must be renewed at least every five years and undergo public review. The department will decide whether to approve, modify, or deny the renewal after the comment period and any hearing.

Residents in affected areas may request a public hearing by writing to DEC by February 18. The department will determine whether good cause exists to hold such a hearing.

Individuals requiring ADA accommodations for the public process must contact the ADA Coordinator by February 26.
