Chugach wants to trade a planned greenway for heavy industrial zoning

Chugach Electric wants Anchorage to erase a planned pedestrian greenway from its downtown-edge property and rezone the land for heavy industry — and the city's own planners recommend the Assembly approve it.

The utility's five parcels north of East 4th Avenue, near Fairview, are flagged in the Anchorage 2040 plan for "greenway-supported development," which steers new projects to fold in open space, creek corridors, and walking routes. Chugach wants that stripped and the land rezoned to I-2, the heaviest industrial classification, allowing manufacturing, freight terminals, salvage yards, and resource processing.

The Planning Department backs the change, calling the greenway "conceptual, not a fixed feature" and a walking route "not appropriate given the intended future industrial uses." It frames the rezone as housekeeping: the parcels already hold a storage yard, offices, and substation equipment, and Chugach isn't proposing to change how they're used — only the map, and the industrial future it would lock in.

The Planning and Zoning Commission takes up the cases Aug. 3; the Assembly has the final call. No community council, agency, or resident had objected as of the staff report.
