Anchorage P&Z recommends rezoning 7.9 acres of port land to parks
Port land at the Don Young Port of Alaska moved closer to formal parks zoning Monday, when the Anchorage Planning and Zoning Commission voted to recommend the Anchorage Assembly rezone 7.9 acres from I-2 Heavy Industrial to PR Parks and Recreation District. The commission found the proposal met all three abbreviated rezoning criteria, including consistency with the Anchorage 2040 Land Use Plan and the Government Hill Neighborhood Plan. The change is part of the city's broader 2026 parks rezone project, which implements Action 8-4 of the Anchorage 2040 Land Use Plan by converting dedicated parks to the PR district citywide.
The rezone will not take effect until a replat is recorded, a condition that addresses the one objection raised. The Alaska Department of Transportation and Public Facilities had opposed moving forward until Knik Arm Bridge corridor right-of-way issues are resolved, citing the corridor's continued presence on the state's Official Streets and Highways plan. Port-area land-use decisions can intersect with transportation corridor concerns because a rezone to parks status can introduce federal 4F and 6F protections that complicate future roadway improvements. The petitioner's representative said the replat will dedicate a 30-foot right-of-way along East Bluff Road and include a plat note preserving a floating right-of-way for a future Knik Arm crossing. The Planning Board approved the associated replat the previous Wednesday.
The Government Hill Community Council was notified of the hearing. The Planning Department mailed 267 hearing notices, and no written comments were received. No members of the public testified.
Commission Chair Andres Spinelli said the outcome was straightforward. "We heard no public opposition, and the replat will resolve DOT's comments on the rezone," Spinelli said.
The Anchorage Assembly, as the final decision-making body for zoning map amendments, will take up the recommendation and issue the binding ruling.
