Anchorage union deals would sweeten benefits amid a labor shortage

Former Anchorage municipal employees who return to the city within 10 years would keep credit for their prior years of service toward annual leave under two labor agreements pending before the Anchorage Assembly. The credit would apply to regular, full-time employees rehired on or after July 1, 2026, who left voluntarily within the preceding decade.

Both agreements would also loosen holiday pay eligibility, letting employees keep holiday pay as long as they were in paid status for at least part of their shift on the day before or after a holiday, rather than the entire shift. The agreement with International Association of Fire Fighters Local 1264 would additionally standardize call-back pay for firefighters required to work after leaving the worksite, whether they return in person or handle it by phone, and expand tuition reimbursement to master's degree programs, with the annual cap holding at $5,250. Both agreements would also update paid parental leave language to match municipal code.

The resolutions state the municipality faces a labor shortage and that lack of personnel "has resulted in and continues to threaten the municipality's ability to perform key municipal services." Mayor Suzanne LaFrance submitted both, and the administration reports no anticipated significant economic effects. The city's own transition report notes the Anchorage Fire Prevention Division lacks the staffing to inspect each occupancy every two years, as the state requires.

At a May Assembly meeting, member Erin Baldwin Day argued for an earlier union deal by noting the city is "competing with the private sector for employment." But a 2023 municipal fiscal analysis points to a competing worry. Because Anchorage has leaned on savings from unfilled positions to balance its budgets, added benefits like expanded tuition reimbursement and rehire leave credit could strain a constrained budget without offsetting cuts or new revenue.

Municipal code requires a 28-day public review and comment period before the Assembly acts.
