Anchorage Assembly takes up sewer assessments totaling about $24,600 on six properties
The Anchorage Assembly is scheduled to introduce a resolution Wednesday, Nov. 4, that would levy sewer assessments on six properties, with a public hearing set for Dec. 1. Approval would let the municipality use prepaid payments and start collecting the rest, according to a memo submitted by Mayor Suzanne LaFrance.
The assessment roll's six assessments total about $24,600. Two Kern Trust lots account for about $21,500. The other four range from about $100 to $2,500.
The charges fall under the utility's levy-upon-connection system. Each property connected to the public sewer, prepaid an estimated assessment in full, or came from redrawn lot lines folding unassessed land into a parcel already connected. The resolution says each amount is equal to or less than the direct benefit the property gets from the sewer improvements. Maps attached to the roll mark one parcel in Girdwood and five in Anchorage.
Owners would pay yearly over one to 20 years, starting by March 31, 2027. Interest on unpaid installments begins March 1, 2027, and the roll lists a 6.9% rate. Late payments draw an 8% penalty, and the balance and penalty carry 8% annual interest until paid. The municipal treasurer would mail payment notices 30 to 60 days before a payment is due.
A companion resolution on the same agenda would levy water assessments totaling about $19,700 on three properties in Anchorage and Eagle River, under the same payment and penalty terms.
The Anchorage Water & Wastewater Utility sent certified letters to every affected owner and says all inquiries were addressed, according to the mayor's memo. Owners may object to their amounts at the Dec. 1 public hearing.
