Alaska asks fuel companies how they would deliver to about 370 places statewide
The state is asking fuel companies whether they can deliver jet fuel, aviation gasoline, heating fuel, diesel, marine fuel and unleaded gasoline to about 370 places across Alaska. The Department of Administration posted the request for information Nov. 3.
The locations include state agencies, local governments and other eligible entities, the request says. Its purpose is "to identify companies capable of providing fuel statewide."
The request lays out the background. Many Alaska communities are isolated from major transportation systems, and freeze-up restricts access for months. "Public health, safety, and general welfare in these communities depend on receiving critical supplies—especially fuel—well in advance of winter," it says.
Vendors are asked to go site by site. Can they deliver by road, barge or aircraft? Would they use subcontractors? Do they have minimum orders, and can they keep tanks full or deliver as needed? The request also asks about firm delivery windows and pricing, such as fuel surcharges and seasonal premiums.
It doesn't commit the state to buy anything, but the answers may be used to prepare a future solicitation. Responses are due Nov. 18 and are to be held confidential until any contract is awarded.
Heating fuel in the communities the state surveys averaged $7.97 a gallon this summer, up nearly 23% from last winter. In July, the state doubled the cap on its bulk fuel loans to rural communities and fuel utilities, to $1.5 million.
