The result is of their own actions. Code 1776 does not allow change of use to increase its nonconformity. The variance request would give the applicant special privileges, rights no one else has. The City Council unanimously voted postpone indefinitely removing parking code for all bars, restaurants, and retail. In 1963, all properties were given a nonconforming status, same rights for all.
