From the transcript

Myself and others that I have conversed with upon hearing this information asked such questions as, is that legal? I believe that an action that prompts these sort of questions cannot be said to be in good faith. During the hearing on the radio, it was broadcasted that upon being asked if we were moving to arbitration, or rather when it was supposed that we were, our borough manager said, and I'm paraphrasing as I do not have the con— the transcript. We are not required to go to arbitration. I believe that bargaining in good faith does not just mean fulfilling requirements, but instead listening and considering both sides.
