From the transcript

Ultimately, I think it's, it's important that the rail belt electric grid behaves like a rational market. And if you have an independent power producer that is developing a project and wants to sell electrons at a competitive price into that grid, that they should have the means to do so. And the market should behave in a rational manner and compete for the cheapest possible power. And right now, because the grid is balkanized into these 4 different co-ops, you don't have, I think, a rational market response the way there should be. And I think the legislature in the state of Alaska should work to take steps to create what I think energy wonks refer to as unified economic dispatch, so that the cheapest electron is going to the consumer, going to the ratepayer in a rational way, and that that is the direction we should go.
