From the transcript

Hi, my name is Jade Powell and I live in Northstar and I'm testifying on my own behalf. Um, first of all, I want to say I appreciate the work that the folks that testified before me have done to highlight the need for services that are upstream of many of the challenges the city faces, um, that fund prevention instead of mitigation of issues. Um, I'm testifying because of a quote that I read on October 25th, 2026, in ADN from Nora Morse regarding what next year's budget cuts might look like. This could potentially look like the loss of specialty units in the police department like the HOPE or Mobile Intervention Teams. I was stunned, speechless when I read this.
