From the transcript

That is a statutory process where the regulations attorney, which is the head of a section called LR/LR at the Department of Law, they take the regulations, they review it for legal issues, and then they prepare it for submitting back to the department. And then that go— excuse me, it goes to the Lieutenant Governor from there for codification into law. Once it gets to the Lieutenant Governor, there is a 30-day waiting period. And so that whole process, by bifurcating as recommended, as I'm discussing now, the board regulation— the board's regulatory process, it will, even though it adds another step, it will make that process go much more efficiently and much more smoothly and allow for regulations to be codified as soon as the board takes a look at the final language and adopts that language. So essentially what's happening is that the board will have an opportunity that it doesn't currently have to see the final actual regulatory language before it goes— it advances through the Lieutenant Governor's process.
