From the transcript

The importance of training facilities has been well documented by our emergency services manager. We need to have a 3-story structure that matches the maximum height of the present building codes in Petersburg. We need to be able to throw ladders and tall ladders and practice the various techniques of lowering occupants and down firefighters from compromised buildings. And we can't do this anywhere, as there would be damage to a building that's not designed to train on. Having a building that can be filled with smoke is vitally important to the training of new personnel and a refresher for firefighters that fortunately don't have to respond to these conditions except when we have the occasional fire.
