From the transcript

Is not replacing the ambulances we currently have in service, which is the next line item, $800,000 on an annual or recurring basis as appropriated. An expansion of medical service to provide more coverage for the demand, and we do not have the revenue to the expansion of that service. So creating the option for the fire service area to vote on— or sorry, not the fire service area, the emergency area-wide area— to vote on expanding services and having an additional ambulance available is, do you want to have more service and faster response available, and it's packaged differently, but it is the same operation.
