The Senate Committee on Indian Affairs, chaired by Sen. Lisa Murkowski, voted 6 to 5 Wednesday to advance the Crow Revenue Act, which exempts a Montana coal land exchange from environmental review. Four amendments requiring an appraisal, a named lessee and a locked revenue split failed 5 to 6.
