From the transcript

I'll share a little bit more illustrative information. I'm not sure if it will help this amendment, but— There are multiple individuals in my district, um, legal residents who are incarcerated, um, and being held as by ICE right now in our municipal jail. These are people who are being targeted because of the way that they look, um, and I do not want to allow for any technology that we are building out here to be used to arrest people, to put them in a situation where they are being pressured to self-deport, being lost in Tacoma because the DMV gets access to information and then shares it broadly to places that we are not consenting to it being shared to. So that is the intent. Of this amendment.
