The body overseeing the Y-K Delta's only fuel lifeline hasn't been able to meet in a year

The commission that oversees the Port of Bethel — the fuel and freight lifeline for the entire road-less Yukon-Kuskokwim Delta — has not been able to conduct business in a full year, unable to muster a quorum at a single one of its last 12 monthly meetings.

The seven-member commission needs four present to meet. Its own minutes show every scheduled meeting from August 2025 through July 2026 was called to order and then stamped "NO QUORUM," with no business done. In the meantime, two members resigned after moving out of Bethel, leaving five.

The paralysis matters because of what the port does. With no road or rail into the region, the Port of Bethel is where petroleum and barged freight for the Y-K Delta arrive and are transshipped upriver — more than a million gallons of fuel in July alone. For a year, that operation has run without functioning oversight from the body meant to set its budget and rates.

It has also run without anyone able to act on a warning about the dock. The Army Corps of Engineers' 2025 inspection found the seawall generally sound but flagged shifting sheet piles, erosion and settlement behind the City Dock wall, and recommended a qualified engineer be brought in to evaluate the damage and plan repairs. That, along with the port's next budget and a set of fee increases, has been waiting for a meeting that can legally happen.

Whether one finally can was the question heading into Monday's meeting. In his July report, Port Director Edward Flores acknowledged the backlog plainly: "It has been a while since we have had quorum, so this months agenda looks heavy but we just need to clear up the agenda at this next meeting. I am hoping to have a quorum this coming month."
