Seward-Glenn study drops port link, recommends Fairview parkway
Alaska DOT&PF removed the Port of Alaska connection from its final Seward to Glenn Connection study Thursday after analysis showed high costs and questionable benefits for North Bluff and Whitney Road variants connecting to the Glenn Highway at Mountain View Drive.

The final Planning and Environmental Linkages study recommends implementing Alternative 5, a parkway route through Fairview that includes an interim six-lane Ingra-Gambell couplet, a pedestrian boulevard on Hyder Street, long-term conversion to a two-way main street, and a 16th Avenue extension. The PEL team is coordinating monthly with the Reconnecting Fairview Grant team.
The study changed the at-grade medevac crossing between Merrill Field and Alaska Regional Hospital to a bridge with the parkway going under, based on stakeholder input. In related public engagement on transportation connectivity, participants were asked which types of community-to-community connections would most improve quality of life in their area.
The final PEL report was anticipated for publication in May 2026.
