RTO subcommittees meet behind closed doors this week

Three Railbelt Transmission Organization subcommittees will meet closed to the public this week to advise on transmission policy, tariffs, and budget. The RTO's bylaws exempt subcommittees from open meeting requirements, though their recommendations inform decisions affecting electricity costs and grid reliability across the Railbelt system linking utilities from Fairbanks to Homer.

The Technical Subcommittee meets Wednesday at 8 a.m., the Tariff Subcommittee meets Thursday at 2 p.m., and the Finance Subcommittee meets Thursday at 3 p.m. All three meetings will be conducted by teleconference at the Alaska Energy Authority, 813 West Northern Lights Blvd., Anchorage, Alaska, as Teams meetings only. The meeting notices state the subcommittees are closed to the public, and RTO bylaws specify that open meeting provisions apply only to Governance Committee meetings, not to subcommittees.

The RTO operates the backbone transmission system linking utilities from Fairbanks to Homer. Subcommittees advise the Governance Committee on transmission operations, rate structures, and financial planning but lack authority to set policy or make binding decisions.

I know that it's a bit of a black box, and as I'm learning more, I realize it takes a bit to understand the work that they do.

Rep. Donna Mears told the House Finance Committee the subcommittees' work remains opaque to the public.
