Kodiak Island Borough Assembly appoints Mark Vizcocho to vacant seat

The Kodiak Island Borough Assembly appointed Mark Vizcocho to its vacant seat Thursday night, completing the selection and administering the oath of office during the same meeting. Borough code required the appointment within 30 days of declaring the seat vacant, making the July 16 action a firm deadline.

Vizcocho was chosen from four applicants through a two-round ballot. The assembly requires a majority of the full seven-seat body, not just those present, to elect an appointee. Five members voted in the first round. Vizcocho drew three votes, Shawn Brekke drew one, and Alexander Sweeney drew one. Caleb Callahan received no votes and was dropped from the list.

The second round was decisive. Vizcocho received four votes to Brekke's one, clearing the majority threshold. "We have a majority vote for Mr. Vizcocho," an assembly member announced after the tally.

Borough Clerk Nova Javier administered the oath of office at the close of the meeting. The meeting transcript contains an apparent discrepancy during the swearing-in, where a different name is spoken. It is unclear whether this reflects a transcription error or a mistake in the meeting room.

The seat opened after Assemblymember Dave Johnson resigned in June. The borough advertised the vacancy and accepted applications through July 11, with interviews and a possible appointment scheduled for the July 16 regular meeting.

Assembly members closed the night urging the three unsuccessful applicants to run in the October election. "It was really hard to choose, harder than it may have seemed from that side of the table," one assembly member said. Another told the candidates directly: "There's going to be several seats open here in just a few months. Please don't let this deter you."

Vizcocho's term begins after the July 16 meeting, with several assembly seats expected to appear on the October ballot.
