Juneau committee moves board recruitment plan out of resolution and into a letter

A five-point plan to fund Juneau's boards and recruit members from underrepresented groups no longer sits inside the resolution the Juneau Human Rights Commission asked the Assembly to adopt.

Assemblymember Christine Woll moved to strike it at the Assembly Human Resources Committee on March 9, and, separately, to attach it to the commission's letter as an addendum. Both passed without objection. Minutes say members called the topic important but the recommendations too specific.

The removed language would have had the city explore consistent funding for its boards, recruitment from underrepresented groups, better online information, publicity for its benefits, and an outreach campaign. The committee also deleted a clause promising to recognize organizations that encourage employee involvement. That clause survives in neither the addendum nor the resolution.

What remains encourages local employers to let staff serve during work hours and commits the city to provide training and guidance. The commission's request cited 26 boards, committees and commissions carrying 33 vacancies as of January 2025. "Increased engagement means effective, inclusive local governance," commission chair Haifa Foroughi wrote to the Assembly in December.

The commission discusses the measure Tuesday at 5 pm by Zoom. The Assembly Committee of the Whole, the full Assembly meeting as a committee, takes it up tentatively in November.
