Juneau commission to review Chilkat Vistas Phase IV plat for seven Robbie Road lots

A preliminary plat headed to the Juneau Planning Commission on July 28 would, if approved, create seven single-family lots on Robbie Road, reaching the development cap set by a settlement agreement from 2018.

Chilkat Vistas LLC is seeking approval for Phase IV of the Chilkat Vistas Subdivision, which proposes subdividing Tract A1 into seven single-family residential lots and extending Robbie Road. Three of the lots may include accessory apartments. According to the staff report and preliminary plat materials, the proposal meets the criteria established by the Richland Manor Settlement Agreement, which limits Robbie Road development connected to Mountainside Estates to no more than seven single-family homes. That agreement followed a Planning Commission appeal. Robbie Road will terminate after Phase IV and will not serve as a public through street.

Because Phase IV is part of the larger Chilkat Vistas major subdivision, it is being reviewed under the major subdivision process even though this phase creates only seven lots. Staff note that wetlands may exist on parts of the subdivision and that special regulations may apply. Final construction plans and a drainage review would still be required before final plat approval.

Staff recommend approval with four conditions: a drainage plan approved by General Engineering, a full set of construction plans approved by General Engineering, all improvements completed or bonded before the plat is signed, and property taxes paid before signature.

At least one neighbor submitted public comments. Those comments flag the transition from a 60-foot to a 50-foot right-of-way, potential on-street parking and congestion, whether the application graphics adequately depict the Robbie Road termination and emergency connection, and existing drainage, ditch, pavement-settlement, and utility-valve conditions along Hillcrest Avenue and Robbie Road.

The commission is scheduled to hear the item at 6 p.m. July 28 in Assembly Chambers. Residents who want to weigh in before the vote can submit written comments to the Community Development Department ahead of that meeting.
