Fairbanks subdivision stuck in limbo since 2018 seeks fourth extension, citing owners' divorce

The Fairbanks North Star Borough Platting Board is set to decide July 15 whether to grant a fourth two-year extension to a Fairbanks subdivision whose preliminary approval expires Aug. 15, 2026. Denial or a lapse would void the Groats' preliminary plat. Approval would preserve it through August 2028.

The Nalak Subdivision on Edsson Avenue received preliminary approval in August 2018 to split about 11.26 acres into eight lots ranging from 1.00 to 1.53 acres. The extension request, filed by Scarborough & Associates on behalf of Todd and Mary Groat, states that an ongoing divorce proceeding has frozen access to funds needed to complete remaining road grading and surfacing. The board previously approved extensions in July 2020, July 2022, and July 2024.

Staff conducted a site visit June 18, found significant road construction already completed, no surrounding changes warranting new preliminary review, and recommended approval.
