A Fairbanks medical campus wants room to grow. Its neighbors want the buffer.

A rezone that would let a Geist Road medical campus expand its surgery center split the Fairbanks North Star Borough Planning Commission down the middle — a 3-3 deadlock that leaves the fight unresolved until August.

At issue are two lots at 3745 Geist Road that house McKinley Orthopedic and the Shriners Children's Fairbanks Clinic. The owner wants to rezone the parcels entirely to General Commercial, tear down a run-down building, add parking and enlarge the surgery center. The applicant argues the change would make the site one cohesive commercial lot, matches the borough's comprehensive plan and a nearby 2024 rezone, and avoids spot zoning — a straightforward alignment with how the area is already used.

Community Planning staff saw it differently and recommended denial. The current Light Commercial zoning, they argued, is what buffers the multifamily neighborhood directly to the south — and General Commercial would open the door to higher-intensity uses the lighter zone keeps out, including drive-throughs. Staff also noted the rezone would primarily benefit a single property owner.

That's the tension the commission couldn't resolve: a medical campus's room to grow against a residential buffer neighbors say they rely on. Kay Masters, who owns property to the south, testified that she prefers the current zoning for its setbacks and separation from commercial activity.

The 3-3 vote on a motion to recommend denial failed with five commissioners absent, and the panel postponed the question to Aug. 11 so a fuller commission can weigh in. The vote is only a recommendation; the borough Assembly makes the final call, and no further public testimony will be taken when the item returns.
