FAA awards $79,899 to Palmer-based Port Graham Development Corporation for Cleveland radar power work

Port Graham Development Corporation, based in Palmer at 901 Cope Industrial Way, has won a $79,899 Federal Aviation Administration contract to remove and install uninterruptible power supply equipment at the airport surveillance radar site in Cleveland, Ohio, and to run a full power systems study. The contract, numbered 6973GH26F01295, runs from Aug. 21 through Feb. 28, 2027. The record does not state whether the award used the 8(a) set-aside program or identify the company's ownership.

Out-of-state work of this kind is common among Alaska Native corporations. The 12 regional corporations reported a combined $13.5 billion in 2022 revenue, according to a spring Commonwealth North forum, though none of that revenue is tied to this contract. Nicole Borromeo said the federal government has allowed American Indians and Alaska Natives to participate in federal contracting through a special set-aside. Government Accountability Office reports issued between 2006 and 2019 faulted Small Business Administration oversight data on ANC-owned 8(a) firms, and the American Small Business League argued in 2006 that the arrangement disadvantages other small businesses.
