Written Comment Deadline on Medicaid Behavioral Health 1115 Waiver Services Rates
About this event
The Alaska Department of Health has issued a notice of proposed regulation changes regarding Medicaid behavioral health 1115 waiver services. The proposal seeks to amend Title 7 of the Alaska Administrative Code, specifically 7 AAC 139.040, to allow prior authorization for service limits. Additionally, the department proposes adding 7 AAC 139.450 to establish payment structures and service limits for subacute stabilization and residential services provided by licensed facilities.
Further changes include updates to 7 AAC 160.900, which incorporates the 'Chart of Behavioral Health Reform 1115 Medicaid Services Rates' by reference. This document will be amended to include the new rates for subacute stabilization and residential services. The department stated that these changes are not expected to require an increased appropriation.
The public comment period for these proposed regulations closes on October 21, 2026, at 5:00 p.m. Comments may be submitted in writing to Mr. William Hurr at the Division of Behavioral Health or via email. An oral hearing was held via Zoom on October 6, 2026. Following the comment period, the department may adopt the regulations as proposed, modify them, or take no action.
