Anchorage ordinance would have boards write their own pre-sunset reports
Anchorage boards and commissions facing termination would write their own pre-sunset reports under an ordinance from Assembly Member Sydney Scout. The measure shifts the task from the Office of Internal Audit. The Assembly takes it up for reading Tuesday, Oct. 6, with a public hearing set for Nov. 4.
The ordinance says sunset reviews mostly confirm information boards already keep, and that Internal Audit's resources are better directed through its risk-assessment process. Reports would be due 90 days before sunset, approved at a public meeting, and would list members, vacancies, meeting dates, minutes, actions taken and whether the body should continue.
City code ends covered Title 4 boards every three years unless the Assembly continues them by ordinance. A 2011 ordinance set sunset steps that never entered the code, leaving them "not readily discoverable" by the public or board members, the new ordinance says.
A missing report would not extend a board's term, though the Assembly could weigh its absence. Internal Audit could still audit any board.
Assembly Member Christopher Constant raised the issue on Oct. 7, 2025, while moving an amendment to exempt one board from sunset. He said he had been "on a mission for the last few years to try to streamline and reduce the number of sunset audits."
The rule covers only boards whose sunset falls more than 120 days after it takes effect. That excludes three boards facing an Oct. 14 sunset: the Watershed and Natural Resources Advisory Commission, the Don Young Port of Alaska Modernization Program Advisory Board and the Public Naming Commission. A separate ordinance reauthorizing them through Oct. 14, 2029, gets a public hearing Tuesday.
