Spann sues state, governor and PFD director in Anchorage court

Stephen Conrad Spann sued the State of Alaska on Sept. 21, 2026, in Anchorage Superior Court, according to court records. The complaint names the governor, the commissioner of the Alaska Department of Revenue and the director of the Permanent Fund Dividend Division, each sued in an official capacity.

The Alaska Court System's daily cases-filed report lists only the parties, not the claims. The full complaint is available through the court system's public records portal under case number 3AN-26-09494CI.

The dividend division operates within the Department of Revenue and manages eligibility and payment for the annual dividend. The Alaska Legislature set the 2025 dividend at $1,000 through House Bill 53. The Department of Revenue expected more than 600,000 Alaskans to receive that payment.
