Anchorage Assembly set to vote July 21 on nearly $3M landfill tipping building contract

The public tipping building at the Anchorage Regional Landfill in Eagle River, where residents drop off household waste, is set to be torn down and replaced under a contract worth nearly $3 million that the Anchorage Assembly is scheduled to vote on July 21.

Solid Waste Services recommends awarding the contract to YH Constructors, which submitted the lowest of three bids at $2,988,426 when bids were opened June 22. Davis Constructors bid $3,966,465 and Roger Hickel Contracting bid $3,498,000. All three bids exceeded the engineer's estimate of $2,587,500; YH's bid runs $400,926 above that figure. No bids were deemed non-responsive or non-responsible.

The building being replaced has been in service for nearly 40 years. James Armstrong, writing in the administration's submission, described the need plainly: "This project replaces the nearly forty-year-old existing tipping building that the public uses to dispose of household waste. The project is needed due to general age-related deterioration, general usage damage, weather damage, needed operational improvements and to improve safety for employees and the public."

The administration formally recommended approval of the contract and the additional change order authority in Assembly Memorandum No. 487-2026, submitted by Mayor Suzanne LaFrance.

Beyond the base contract, Solid Waste Services is requesting $250,000 in change order authority, bringing total certified funding to $3,238,426 drawn from the Capital Disposal Utility fund. That fund was established under a rate ordinance the Anchorage Assembly passed in October 2022, which took effect January 1, 2023.

Work must be completed within 180 calendar days of a Notice to Proceed. The tipping building is located at 15500 Eagle River Loop Road. Eagle River residents who use the landfill would be most directly affected by any construction disruption at the site.
