$4.2M for rural teacher and clinic housing is due Nov. 6, but registration closed Aug. 14

The Alaska Housing Finance Corporation is taking applications for state fiscal 2027 Rural Professional Housing grants: $4.2 million to build, rehabilitate or acquire rental housing for teachers, health workers and public safety staff. Applications are due Nov. 6 at 5 p.m., but only from communities that registered between July 10 and Aug. 14. AHFC's notice calls that a hard deadline.

Mandatory applicant training was held around Sept. 10, and AHFC accepts applications only from communities that attended, unless it approves otherwise. Eligible applicants include school districts, local governments, regional health corporations, housing authorities, nonprofits, tribal entities, state government and public safety entities. AHFC says the grant fills the gap between what a project can carry in debt and what it costs to build. The program dates to 2004 and has supported 592 units with more than $118 million in grants over 21 years, plus more than $190 million in statewide economic impact, AHFC reports.

AHFC Deputy Executive Director Akis Gialopos told the House Finance Committee on May 1, "We were seeing way too many teachers in remote and rural communities flying in, flying right out because they did not have a place to stay that was adequate."

Separately, USAspending.gov postings show five HUD project-based Section 8 awards totaling $2,863,764 to Alaska housing providers, subsidies tied to a building, not a tenant. Three of the five were obligated on Nov. 6, 2025, and only the two smallest this month; Friday's entries were database updates, not payments.

Chester Park Estates in Anchorage received $1,832,623; Chester Creek Estates, also in Anchorage, $699,979; AVCP Development Corporation in Bethel, $290,673; and the Alaska Housing Development Corporation in Juneau, two awards of $32,102 and $8,387.

Each renews a Housing Assistance Payments contract, under which HUD subsidizes the owner. The contracts serve households at or below 80%, 50% and 30% of area median income, the area's midpoint income as HUD calculates it, and participating families pay 30% of their adjusted income toward rent and utilities.
