Alaska Marijuana Control Board approves THC oral pouch product

The Alaska Marijuana Control Board approved a THC oral pouch product from Lolo Creations, LLC. The product is placed in the mouth for THC absorption and then removed. It is not chewed and swallowed like a conventional edible.

This is the first approval of this product form in the state. The board voted to approve the product with law enforcement member Lt. Jamie casting the lone dissenting vote.

Lt. Jamie said during deliberations that the oral pouch could be inadvertently ingested by children. He noted parallels to child exposures with nicotine pouches and flavored smokeless tobacco products.

Vice Chair Ely Cyrus questioned ingestion risks during board discussion. He pressed the applicant and staff on how to ensure the oral pouch is used as intended and not swallowed like an edible. Despite these concerns, Cyrus and three other board members voted in favor of approval.

Attorney Jana Weltzin, licensee Noel Lowe, and facility manager Sara Lorimer presented the product to the board. Proponents told the board that all ingredients in the oral pouch are food grade. The formulation will be subject to plan review by the Alaska Department of Environmental Conservation.

The board's approval allows Lolo Creations to manufacture the oral pouch at its licensed facility in Palmer. Each flavor variation of the product must undergo separate Certificate of Analysis testing to meet Alaska marijuana testing regulations.

The oral pouch product is shelf stable for approximately 14 days once the package is opened. This affects labeling and storage requirements for Alaska retailers.

The board met February 4-5, 2026 in Juneau.
