Present. Miss West. Here. Mr. Mangini. Here.

0:58
Speaker B

Miss Davidson. Here. Mr. Walker. Thank you. First agenda item under persons to be heard is public comments.

1:08
Speaker A

Comments will be limited to 3 minutes. If there is anyone who wishes to address the mayor and council as a whole, please come forward, sign in, and state your name, or call in at 907-486-8658.

Speaker A

And due to the slight delay in broadcasting, I will be pausing a moment to allow members of the public to call in.

1:39
Speaker A

Hearing none, the first agenda item is Resolution Number 2026-37, Supporting Project Number 34921, Kodiak Short Trail Project, in the State of Alaska Department of Transportation and Public Facilities 2027 to 2030 State Transportation Improvement Program. And we have a staff report. Please. Thank you. The City of Kodiak supports the Kodiak Short Trail Project, which proposes constructing an approximately 10-mile paved pedestrian pathway along Resnaught Drive.

2:14
Speaker B

The project aims to improve pedestrian safety, connect residents and visitors to essential destinations, promote active transportation, and enhance the community's quality of life. With $925,000 allocated in the FY 2027 state budget for design work, the resolution supports including the project in Alaska's 2027 to 2030 State Transportation Improvement Program. That concludes my—. Thank you. What does the council say?

2:45
Speaker A

Council Member West.

2:51
West

Move to adopt Resolution Number 2026, TAC 37, with enthusiasm. Second. Thank you. Is there any council—. With enthusiasm.

3:03
Speaker E

Is there any council discussion? Council Member David Shatto. Thank you, Mr. Mayor. I just want to state my opinion how important this is to a quality of life factor and how it's going to connect the Free Community to the northeast quadrant of Kodiak Island, the Coast Guard Base, Bells Flats, and the city of Kodiak. And this is, is the most welcome news I can hope.

3:30
Speaker A

I just hope that it goes all the way to the, uh, goal line. Any further comments or discussions? No. Council Member Davidson, the younger.

3:42
Djuna Davidson

Um, thank you, Mr. Mayor. I, um, agree with my esteemed Uncle Charlie. I think it's really great for Kodiak that this is happening. Kodiak— I was just talking last night to some visitors about how Kodiak is an active outdoor community and that, like, uh, this is just going to make such a strong impact for people to be able to recreate safely And I want to give a shout out to Councilmember West for all of her tireless advocacy for this project.

4:13
West

Councilmember West. Thank you. Thank you very much. Yeah, when it's on your heart, you go for it, you know? And I also want to thank Island Trail Network for a kind of wild ideas.

4:29
West

And it's just been very helpful to have a group kind of do things the official way and also to have obtained a grant that we'll be able to move towards the match. So that's huge for when we talk to the DOT that we have match already. And this is just, you know, FYI, this is for 3 years of design. So the engineers will come and they'll be designing the path. We'll try and stay in touch with them because sometimes engineers like to go shiny and we want sustainable, sufficient, doable.

5:16
West

We're a tough town. We still want it to be safe and separated. Utilitarian. Thank you. But we don't need all the bells and whistles we want to make it happen.

5:27
West

And I also am excited as we go into construction how this will help people who are driving trucks, people driving on the road, just make them a little more comfortable not having to pass a jogger or a biker. So thank you very much. Any further comments? Well, I couldn't agree more with the comments that have been made so far. I think this is the right project at the right time.

5:53
Speaker A

You know, the timing for this is so exactly perfect for Coast Guard expansion, and they're always trying to find— they're always telling us to look at dual-use infrastructure. This certainly is that. It's dual, triple-use infrastructure. It is real transportation infrastructure that will help people get from point A to point B, but also, as has been pointed out, it will enhance our recreation and tourism capacity. And be very, very useful and utilitarian for the Coast Guard as they make their big expansion.

6:28
Speaker A

There are no further comments. Would the clerk please call the roll? Thank you. Miss Davidson? Yes.

6:36
Speaker B

Miss West? Yes. Mr. Davidson? Yes. Mr. Calderón?

6:42
Djuna Davidson

Present. Oh, yes or no? Yes. Sorry, that's okay.

6:48
Speaker B

Mr. Minky? Yes. Does anyone wish to change their vote? Motion passes. Mr. Mayowski?

6:55
Speaker A

Thank you. This meeting is adjourned. Can I do that? That's what my script says. To make a pause, you still have to call roll.

7:03
Speaker A

Oh, that's why it's a meeting. Yeah, script was wrong.

7:09
Speaker A

Uh, do I have a motion to adjourn? I would make the motion to adjourn.

7:16
Speaker E

Thank you, Mr. Mayor. Adjourned. Second. Clerk, please call the roll. Thank you.

7:23
West

Mr. Mangini? Yes. Miss West? Yes. The Davidsons need to go somewhere.

7:29
