1:19
Speaker A

How many? 84. No, there's 84, right?

1:25
Speaker C

Technically, yeah. Okay, where is that? Okay, thank you to all who are watching. Uh, this is the counting of the ballots on Election Day, October 6th, 2026. For the general City of Whittier election.

1:48
Speaker C

We have our ballot box here which has not yet been opened, and we got all our stuff. Which one? Yeah, for Italian. Yeah. Oh, for Italian.

2:03
Speaker E

We're not going to do this first. How many? We can do that first. Yep.

2:10
Speaker C

I'm gonna bring it back up because the last thing we could do is we could count ballots while you do that. Okay, are you good with that? Yeah. Do we need all of us to count? No.

2:21
Speaker B

Oh, you just count the numbers, um, not talent. Okay, so yeah, here is your stuff.

2:39
Speaker C

Um, so before we— oh, are you counting the number on the register? Register here? You want to do that part? What, you want to do this? Sure.

2:53
Speaker D

Count including absences? Yes. No, not that. Just today's. Just today's.

2:57
Speaker D

So when you're done, write it down here. Okay. Um, or down here. Yeah. Okay, and then this is for the question ballot.

3:06
Speaker D

I got 6, and then—. Okay, so we have the next unused is 100105.

3:28
Speaker A

Okay, you're going to want to put that one in here.

3:32
Speaker B

Go to—. We're counting the signatures of the precinct register right now.

3:42
Speaker C

Oh, you know what, it's not going to work on there. I'm sorry, this one. Un—.

3:53
Speaker C

This one, ballot stubs and unused ballots. Okay. So here we're going to check council chambers. You want me to do the writing? Yes.

4:02
Speaker D

Council chambers, October 6th. Kate, the first unused ballot ID is 00105. And then last unused ballot number should be 150. Yes. Okay, so that is No, no, you can go ahead and write it.

4:28
Speaker D

I was just showing you. Yeah, I just, um, so that's, uh, okay, total ballots 45. So is it 46? Because we have to count 105 as well. I think it's 46.

4:48
Speaker C

Because we have to count the first one as well. Does that make sense? Oh, really? Okay, okay. Yeah, we did this.

4:56
Speaker C

So that's the reason why he gave us a hard time the last time. Okay. Yes. Okay, did you have any question ballots today? We did.

5:04
Speaker C

We have 6. 6 Question ballots. Um, okay. Oh, but those are in there, so we're not quite here yet. And then, so if you want to rip these ones in half, and then we'll stick all those in here.

5:42
Speaker C

Perfect. And then you have steps. Oh yeah, I see them.

5:52
Speaker A

1, 26, 51, 76. Okay, do you want to break this one too? Break it? Yeah, yeah.

6:21
Speaker D

Okay, there you go.

6:28
Speaker C

Yes, please. And I'm gonna seal it because those are all of our unused ballots. Yes.

No audio detected at 6:30

7:04
Speaker C

Okay, let's do this. So, um, I'm verifying that the seal is 58886, just like it was this morning. So will you fill out that we are opening the election day ballot box? On this date.

No audio detected at 7:30

8:26
Speaker C

Sort all the question by mail and special needs ballot envelopes. So anything that's in an envelope is going to go into a pile in its own pile. Yeah, and then these can all get laid out.

8:50
Speaker B

We've already destroyed the unused city ballots. That's what you did, correct?

8:56
Speaker A

Okay, okay. So 87, how much, how much for the state? For the state? Yeah, is it a 6? This is the destruction of ballots.

9:15
Speaker A

8. Okay, okay. 9, 10, 11, 12, 13. That we destroyed the unused balance here.

No audio detected at 9:30

No audio detected at 10:00

10:32
Speaker A

Okay, uh, one, two.

10:58
Speaker A

6, 7, 8, 9, 10, 11.

11:25
Speaker A

You're good. 18.

12:02
Speaker A

Um, so do you have 21? Yes. 2, 3, 4.

12:16
Speaker A

Hi, hi.

12:45
Speaker A

Should I do a recount?

13:03
Speaker A

Okay, okay, the box is empty. All right. 81, 87, Correct? 87. 87.

13:42
Speaker B

6. And that matches this, matches this, like the number of—. 1, 2, 3, 4, 5, 6. That's your ballot. Yep.

13:52
Speaker D

Okay, and then special needs ballot is 0. Special needs ballot registers Yep. 0 Spoiled.

14:03
Speaker D

We didn't have any spoiled ballots. Did you have one? Well, not for the city. We have for the state. Yeah, that was for the state.

14:09
Speaker D

Oh, okay. Okay, so that's 0. And then ballots used, okay.

14:16
Speaker D

And then it says ballots used and accounted for.

14:24
Speaker A

So we had how many ballots you said? Should be able to add these two. Okay. Oh, just these four, it's really what you want to add.

14:37
Speaker D

That's 93. I just put 93, which is the same as the statement. Yeah. Oh, that's good. Yeah.

14:43
14:47
Speaker B

Oh no, it's one extra. It's one extra. Because there was one person who only voted. So here you received 139. Sorry, running the wrong way.

15:03
Speaker C

So on these ballots, I think that one is good. That's going to be the same as what we filled out here. Yeah, well, 105 to—. I miss count. My next one.

15:18
Speaker D

Oh, starting ballots. Your recount? I'm doing recount just in case. Well, did you just get a different count? I don't think so, but I think I must.

15:27
Speaker D

Well, so it's 105 and then what? This is the, um, unused ballots. Okay, and then 46. Okay, this number should match 25. 17+ 5 Is 23.

15:56
Speaker A

So 105 60, 12, 17, 18. 105- 46.

16:07
Speaker C

No, try one with my mind as well.

16:11
Speaker D

Okay, it was right the first time. Okay, so I'll put 93 here. Put 12 there and then 93 here.

16:24
Speaker D

You probably just find 46. Shelby, 46. 139 Minus 93.

16:35
Speaker C

Okay, 46. Okay, okay, we're done. And then—. I mean, I'm done done, but— and then now we'll have this. Okay, so we have question by mail and special needs ballots are separated, so those can all go in the uncounted ballots on These red ones, the ones in the envelopes.

17:05
Speaker C

Okay, all of them. And then city ballots are in the books now. 25. Yes. And then we're going to review the Hilton Hall procedure before we start counting.

17:27
Speaker B

Oh, I, I didn't know if there was extra, so I was gonna like—. Do we need to, um, seal this before we— election date is 10/06/26, envelope 1 of 1, right?

17:45
17:54
Speaker C

Thank you for being here this evening. Members of the public are welcome to observe the ballot counting process. Your presence helps ensure that our election remains open and transparent. Please have a seat in the chairs provided for observers. Excellent job.

18:10
Speaker C

You're welcome to quietly watch the process, um, but you may not speak with election officials, handle any election materials, or interfere with the counting process in any way. Disruption or disturbances will result in being asked to leave the polling place. If you have concerns about the ballot counting process, there are observer discrepancy forms here at the table.

18:37
Speaker D

Somewhere— Sandra, do you know where that file folder went? Yes, sir. I put it in the box. Yeah, okay, let me, let me have the box.

18:53
Speaker C

That's okay. While you're looking, uh, if— oh gosh, you're so good. Okay.

19:18
Speaker C

Okay, so we have open the ballot box, we have count— oh, we should count. I did. Okay, so 25, 50, 75, and this is 12. Okay, so 75, 80, 7. Is that correct?

19:35
Speaker B

That's the same number as the sign. Okay, 87. 87, Correct? Yes. Yes.

19:41
Speaker C

Beautiful. Excellent. So there you go, your, your stacks are counting correctly. Okay, uh, that number matches the one— the number of the voters in the registration register. If the numbers match, all the ballots will be placed back in the ballot box for the next stage.

19:58
Speaker A

Um, Let's just stack them for now. Okay. So we're going to have to read them all out or like, yeah, count them. Okay. After the total ballot count is verified, we have the election ballots.

20:15
Speaker C

One person will read them out loud. Two election officials will tally the results as they're read aloud. Which ones? You two are both tallying? Okay.

20:24
Speaker D

And then here.

20:33
Speaker C

We can use black pen now, right? Yes, just one color of pen, no switching.

20:44
Speaker C

This one here? Okay, hold on, hold on, we're gonna finish reading first just to make sure we're all on the same page. Okay, uh, two elections, and then we'll have one election official standing behind the officials tallying to observe. And then don't be afraid to voice anything that you notice as a discrepancy. As each ballot is removed, it will be opened and the name of each candidate voted for, or the vote on each proposition or measure, which we have not in this, this election, will be read aloud.

21:16
Speaker C

You're going to record it on the tally sheet.

21:21
Speaker C

Use only one single color of pen. Make a mark on the tally sheet for each vote for a candidate, proposition, or measure in the appropriate row. Mark the votes in groups of 5. Election officials recording the votes will say tally at the end of each group of 5 votes. And then, of course, if you don't both say tally at the same time, then we'll pause and figure out what the discrepancy is.

21:44
Speaker C

If the number of ballots drawn from the box does not match the number of ballots cast according to the registration book, we will recount again until we figure out where the discrepancy is. Okay, good. Everyone's happy with that. Good. Okay.

21:59
Speaker D

Do you want to read it? I mean, I just have to say, okay. Yes, ma'am. Quick question. If there is a silly answer, do I just say blank?

22:10
Speaker C

Yes. Yep. So it has to be one of our official writing candidates or the person on the ballot. Otherwise, if it says something other than those things, it's blank. Yes.

22:21
Speaker A

Gotcha. Probably. Okay. Here, do you want to sit? That way.

22:30
Speaker C

And then here, I'm gonna move this a little closer to you. Welcome. Okay. Okay, everyone ready? Yes.

And that is the end of the ballots.

44:21
Speaker D

Okay, okay, same, same.

44:28
Speaker C

It's 23:53. 66 And 21. Let's transcribe that onto our ballot accountability report here.

44:45
Speaker C

Okay, CE is 6. Okay, and then if we add these, add these up, the blank, the— if we add all 3 of these and then the 2 of these all together, does that make— or do— I'm sorry, if you add these and add these, are those the same? Yes. And then is that the same number as balance that we have to be? Yes, we could do so.

45:20
Speaker A

Okay, this is 7, right? This is 87. Okay, perfect. Okay, do you want to read the results? Okay, so what, what do I say?

45:31
Speaker C

Just read what's here. Okay.

45:38
Speaker D

Hazel Brazelton, 23, seat E. David Pinkish, 53, seat E.

45:48
Speaker D

Denmark Peter, 66, seat F.

45:54
Speaker D

That's it. All right, girl.

46:02
Speaker B

So do we put this down as a duplicate tally sheet since we had to start over? Okay.

46:10
Speaker B

And City Council Chambers.

46:13
Speaker D

Yes, well, okay, so here I'm just gonna sign this.

46:23
Speaker A

Sign both.

46:41
Speaker D

And this is envelope 1 of 1.

46:49
Speaker D

Yeah, do we have to send these? Yes, please. Oh, and we should fill out that last question as well. Reference 87, correct? Yep.

47:04
Speaker D

Oh yeah, that's right, 87. Okay, and then question ballot 6, okay. And then spoiled, Miss Part 2, 0. Oh, 0. Yeah, because I was with the city, I'm in the state.

47:21
Speaker C

Okay, that's it. Unused ballots, 46, and then 0 by mail ballots.

47:31
Speaker C

And then we started at—. What time did we start? 9. 9, Okay. And it's 9:53 now, so between the 9:00 and 9:53.

Thank you for joining us for the counting of the ballots. The next thing that will happen is the counting of the absentee and by mail and question ballots. That will happen here in the council chambers on Friday, October 9th, from 2 PM, starting at 2 PM, and all are welcome to come in person, or it will also be broadcast live on YouTube. Thank you.
