Caps are one thing that, you know, that's an upper limit so that you can't go beyond that or you close the fishery. But this is what tries to keep salmon bycatch low throughout the season, no matter what the conditions are, no matter what salmon conditions are, salmon run conditions, no matter what pollock trends are.
