It takes too long to start a project. You're falling years behind on your projects, and that's because we're in a statewide hiring freeze, and we've been into this freeze for 14 or 15 months now, and the permitting office is grossly understaffed, and they can't keep up with the work. Those are the very mechanical things that have to be fixed. If we don't bring on the right number of people, and I'm a fiscal conservative, and I'm sitting here saying we gotta hire more people in key positions. So we gotta end the hiring freeze strategically in just in the right places, because as the director of Ted Stevens International Airport, I had 500 people reporting to me, and we had very critical positions that were not filled.
