From the transcript

We, best practice and what we've talked with other states about, is carrying about 1 year of our advanced construction balance of our, our revenue that we get into the state, which is about, with federal highways funds, about $800 million a year. And so we target not exceeding that amount in our advanced construction. So we do have advanced construction programmed into the STIP across the different years. We use that judiciously when it comes time to programming the projects so that we're not increasing that threshold that we have as a guideline in our narrative. But your projects about West Sissetna, we can certainly include that in the project record.
